Brakes Feel Like a Rub Board

I am pulling a 24' Kodiak with an '03 Suburban. The brakes feel literally like we're on a rub board when coming to a complete stop. I'm currently using a Tenkonsha Voyager, but it did it with my old time based controller also. I've used the controller on other trailers with no issues.

A friend wondered about proper grounding....

Any suggestions?
