Not too sure about mineral spirits as a cleaner...

Not too sure about mineral spirits as a cleaner since it is a petroleum derived liquid. A good clean surface using alcohol would last longer.

I don't see anything wrong with drilling a pilot hole next to the broken screw and installing a new screw, that's what I've done. Leave the broken one in the hole and a little glob of sealant...
