The rv has been laid up for a couple of years prior to my purchase. One of the issues discovered is the fridge. No control at touchpad on front of unit. 12 volt and 120 volt is present at the rear power entry location.

By "present" do you mean is physically there or has power that you confirmed. If the power is correct then I would guess the touch panel is bad. Sometimes these fridges will work only on either electric or propane but if not working on either then it could be that control panel--just a guess though.

Now I will track down a replacement control panel.
This weekend do a bit of investigation into the control panel wiring.
