All Wisconsin State Park Campgrounds are closed. Many if not all public park facilities are closed. Federal Forest Service campgrounds are still closed for winter at least until May. Private RV parks may be open. This is unclear to me. Motels are open.
As of 25 March 2020 this emergency order has been issued by Wisconsin Governor Tony Evers.

11. Essential Activities. Individuals may leave their home or residence to perform any of the following:

To obtain necessary services or supplies for themselves and their family or household members, or to deliver those services or supplies to others, such as, by way of example only and without limitation: canned food, dry goods, fresh fruits and vegetables, gasoline, propane, pet supply, fresh meats, fish, and poultry, and any other household consumer products, and products necessary to maintain the safety, sanitation, and essential operation of residences. 7
c. Outdoor activity. To engage in outdoor activity, including visiting public and state parks, provided individuals comply with Social Distancing Requirements as defined below. Such activities include, by way of example and without limitation, walking, biking, hiking, or running. Individuals may not engage in team or contact sports such as by way of example and without limitation, basketball, ultimate frisbee, soccer, or football, as these activities do not comply with Social Distancing Requirements. Playgrounds are closed.
