Adding bumper

I have a 2007 Dutchman Colorado 33RLS to behind. I was looking at the underneath to see if I could add a bumper to hold a rack and the black water tubes. Has anyone ever done this?

If you have good access to the frame a good welding shop should be able to put on a pumper.
