Locktite or double nutted or Nylok nuts will...

Locktite or double nutted or Nylok nuts will work. Even peen the bolts to keep the nut from coming off.

I wonder if the feet were bolted on to give them some measure of flexibility on an other than smooth surface?
Solidly welded may cause problems in some cases.
