So then, if a refrigerator catches fire will there be excess flow to shut the burner down? In a normal sense it won't because only so much gas will flow through the orifice. Normally the gas lines...

The excess flow valve came along with the ACME...

The excess flow valve came along with the ACME nut that connects the gas line to the to the tank. I'm not positive but the regulator may have that safety valve installed as well.
