That's a Mount N Lock product... by the decal on the bracket. I use the aluminum trays and put a locking storage compartment on the back with the bumper braces also.

I like the fact that it has a different method to keep the hose in the bumper. Also, I purchased the bumper reinforcement hangars just in case. drilling through the frame is not easy.
