Solution

I found the solution! If anyone cares it is the power switch for the ceiling fan. So this switch and the pull cord on the fan have to be on to run the fan, thanks for the replys

Ok, so does the switch reverse the air flow? Because this doesn't actually turn the vacuum on or off. I posted a link or url to a pic of the switch above

This is a link to a pic of the switch in question. It is the bigger black one under the panel of switch or "Convenience Center"
