Even hourly production built stuff sucks. I work in construction and we have the same problem, crappy work and they still get paid.

Did some digging, think you may have the 6mm luan...

Did some digging, think you may have the 6mm luan underlayment, it is actually a bit under 1/4". The walk on roofs usually have something like 12mm-14mm which is closer to a 1/2" thick. Nothing wrong...

The one I had was wooden "trusses", 1/4" plywood with a fully adhered TPO roofing material. Not much but it kept the rain out.
