Let's say they aren't the best in an RV. I have replaced one in a 2012 so yours could be bad. Anything is possible but a check with a VOM will tell the tale.

If it is a GFCI just change it. The heater needs to be plugged in somewhere else, not the GFCI. Also, the GFCI won't reset if it doesn't have electricity going to it. You might have to check all...
