Right rear wheel askew - is this normal?

It's a new tandem axle trailer and I noticed the right rear wheel is askew, toed in, as I was doing a backing maneuver.

Is this normal? The lug nuts are on the right torque as I checked it before the trip.

@OP is it askew all the time or just when backing? I know my tires flex quite a bit when I am turning as sharp as possible such as turning in a cul-de-sac but they straighten out and all is fine once I finish the sharp turn.

Only when turning.

My tires flex or twist a lot when turning sharp.
