Can you see the lines behind the tank. We had a leak for quite some time, one of the crimped fittings was not crimped. No damage, just dripped into the belly and accumulated water, though it to a couple of months to find. Now that it is crimped, I check once a month, but have not seen it leaking, nor have had water accumulating.
Also, I would imagine that the leaking is after the hot water heater on a hot water line. If you still hear it with the water off, the pressure built up from the heated water would lead me to believe that a fitting close to the heater is leaking. You could turn the water off AND drain the HW heater....ensure you turn off the heating elements (gas and electric - if equipped)!!!!!
