City water connected water pressure is great at bathroom sink but everywhere else is lousy and fixes

A filter is always recommended on water inlets from the parks. If your filters are clogged at the faucets, check to see what it is. Your water heater may need to be flushed and cleaned of scale.

Are you sure it is the pressure that is low and not the volume?
You can check pressure with a pressure guage. There are Hose thread adapters for the faucet ends so you can attach a pressure gage.
A restricted screen would reduce the volume not the pressure.
