the pumps are notorious for freezing up. It seems the current fuels cause the impeller to swell somewhat not allowing the pump impeller to spin. Several people on forums have had success removing the pump and the impeller then sanding the sides of the impeller. Re-installing the impeller and pump and it works just fine. Others just replace the impeller. If the impeller cannot move then you will not hear the pump run and when you place a demand on it the fuse will blow.
If your handy take the pump apart after disconnecting it from power and give it a shot sanding the sides so it will spin. I work mine often to keep down the swelling from sitting. I just pump the fuel into a gas can then pour it back into the tank.
