Are you speaking of the hydraulic leveling jacks? If so, all those extra holes are for adjustment of the system when installed. It is made to fit on a variety of trailers, you can add more nuts/bolts if you want, but would be overkill...if you do, be sure they are up to the task of handling the weight, otherwise you would be wasting your time.
