Cabin light issue

Recently ,I have had an issue with my cabin lights not fully turning on when I turn them on through the in command panel. At first I thought it may be the voltage, but I tried both on shore power and battery. Is it possible the
In command relays are bad? When I tapped the incommand panel underneath the lights popped on.

Any thoughts?
