My question is does anyone know where it could possibly getting its continuous power from? I'd rather have it come on when the running lights are on or an inline switch. Thought I'd ask before I started tearing into it. Thanks!

You might try looking at the fuse panel and see if it's marked. If not, start pulling fuses until it stops working.
You'll need to get behind the fuse panel and locate the power wires for it. You can switch them there with an externally located switch.
The running lights won't be protected at this fuse panel so no helpful wiring there.
You can wire to the running lights but that will take a little work to do so.
