I'm at a loss. Vents are clear and no bugs or webs I can see in exhaust.

The lightning sound is the spark igniter. It will try to light three times, then shut down.
The igniter does not start until the sail switch is made, so the sail switch is not the problem. Cleaning the burner tube is a good idea, but if sail switch is made, a plugged tube is unlikely.
If the burner does not light while igniter is sparking, there is no gas flow. Check voltage on gas valve.
If it lights briefly and then goes out, the cause may be the spark igniter. The spark igniter also doubles for heat sensing. If no heat reported, it will stop sparking and wait with blower "on" to clear the chamber. Then it will open gas valve and spark for a while again.
