Different RV's have different wiring configurations. Post TT model for better advice.
Tongue jacks are often installed with their own fuses directly to the battery. So other fuses are likely the cause of the issue.
You are correct to suspect the fuses and circuit breakers near the battery. One small metal can circuit breaker may be the main battery protection circuit. They are often self resetting for safety during towing. Any others near the battery are suspect.
Measure voltage to frame from each side of the fuse or breaker. Both sides should have identical voltages. The voltage will be near 12 volts. Voltage from one side to the other should be zero.
If not there, then look in the main fuse panel in the TT. Mine has tiny red lights that light if a fuse blows. If yours does not have lights, then measure the same way as above.
Next look under the TT or under the slide out.
