Correct. But, the battery does feed...

Correct.

But, the battery does feed the DC circuit breakers when not on shore power. Which is when he is having the issue.

It would seem that your 12 VDC is not getting...

It would seem that your 12 VDC is not getting from the Battery to the Converter.
Do you have or can you use a Voltmeter?
You need to trace the 12 VDC from the battery to the back of the converter....

How about all the other 12 VDC items?? Like
Radio?
Does the refrigerator work on Propane? It requires 12 VDC
