That's indicative of a unit low on refrigerant. The compressor will pump it through the circuit and then the low refrigerant sensor kicks in and the compressor cycles out until the refrigerant drops...

The compressor will kick out when the thermostat reaches the set point that has been set.

If the compressor cycles constantly you might try to move the thermocouple further away from the air...
