It's not a dump valve. The rod goes up into the bottom of the coach towards the toilet or maybe the shower.

And what does it do?
I have a 2016 Kodiak. Back towards the dump valves for the holding tanks there is another rod that sticks out that moves in and out. It looks like it goes up into the underside...
