The other option although not convenient is a roof rack (Yakima, Thule, etc) on top of the van for the bikes. You could easily get them all up there. They would be out of the way and completely safe...

I would stay away from the bumper. I had a local welder put together a whole new system for me. He Welded a beam in from one side of the camper frame across to the other then a 2" receiver back off...
