You are essentially correct, but a standard A/C doesn't have the switching and what else it would need to reverse. (Don't know all the engineering that goes into it.)

And a "heat pump" is completely independent of propane or heat strips. A heat pump is an A/C that by reversing its process then produces heat. They're reasonably efficient down to about 40F but...
