Trailair Tri-Glide hitch

For you hitch experts out there, maybe you can help me with some info. So a guy comes over to ask about my Trailair, he explains that the slider plate moves back and forth when he is driving, he had just picked it up new and had not put any air in the bag yet, could that cause what is called clucking?If he put air in it, would that stop it. So now my question is this, I never knew the plate moved,
1. What is the purpose? 2. When I hook up, should the plate start in the forward or rear position, or does it madder?
3. I noticed that if I push up on the plate, it no longer moves out, is this what it does when the weight is on it?I would just like to be better informed and just never knew the plate moved, and now I'd like to know why and the purpose.
Any info would be greatly appreciated!
