Not really the same. The city water inlet is under pressure and the fresh water fill is a gravity feed.
First I would test my 12v pump to see if the lines held pressure and did not leak... that would be a good thing isolating the leak between the city water inlet and the check valve.
Usually freeze damage is at the fittings. I'm not sure how a gravity fill line froze, except if there was a dip. On both the city water inlet and fresh water fill you should be able to unscrew these and pull them from the outside to inspect. Find the inside access to your hot water heater and that's probably where you'll find the terminus of the city / 12v water supply lines.
Google these on you tube, there are lots of videos for you to get a visual on how they are hooked up.
