Window latch in bedroom slide out

I'm not sure if this is just an emergency exit latch or what, but since there is a screen on the window, seems like it should latch in both the open and closed positions. In the open position the latch doesn't "latch" so the window tends to close itself. Ever seen one of these? 1999 Dutchmen Classic 30RL

The bracket to the right is the closed latch of course and from what I remember the open position is held by a small detent on the bottom of the arm.

You might have to push lighty downward on the arm to get the detent in the correct spot. I wonder if the end of the arm, right there at the red end, is the detent to hold the window open. Or, it could be a friction type of deal that holds it open.

My old Jayco had emergency latches like those, except that the red handle was longer and had a detent in the bottom to hold it open. Looking at this picture I think that your latch is broken.
